President

Mr. Young is a licensed professional engineer and a graduate of Prairie View A&M University where he received a
Bachelors Degree in Mechanical Engineering. After 21 years of public service he  retired from the San Antonio Water
System and the City of San Antonio. He has over 27 years of experience working in both the public and private
sectors.  During the last 12  years  of his career he  held numerous senior   executive level positions, including serving
twice   as Intern President-CEO, Sr. Vice President, Chief Operating Officer,  Vice President and Director. He has
managed the design and construction of over 3 billion dollars of public infrastructure over his career. He has
managed projects as large as $200 million dollars with multiple consultants and contractors.

Mr. Young has lead organizations that have won over 75 National, State and local awards in the areas of management,
water resources, public involvement, public communications, construction, design, water conservation, water quality,
public education, environmental stewardship, wastewater treatment and long range planning.

He has served as President of Texas Municipal Utility Association and Vice President of the Texas Water Conservation
Association.


Highlights

  • Led the planning and construction of a $125 million Recycled Water Project and $225 million Aquifer Storage and
    Recovery Project.

  • Provided leadership in the development and implementation of a $3 billion dollar 50-year Water Supply Plan.
  • Implemented Storm water basin monitoring program for Edwards Aquifer area.
